Merete Daniel Nielsen

President  - TCI Network / Director - Cluster Excellence Denmark

Merete Daniel Nielsen is co-founder and co-director of Cluster Excellence Denmark, supporting Danish clusters on competence development, professionalisation and internationalization. For the last 20 years, she has acted as an expert and leader in cluster and innovation projects at regional, national and international level mainly in Europe. She is member of the new Commission Expert Group on Clusters, at the European Commission.

Dr Christian Ketels

Chairman - TCI Network Board of Advisors

Christian holds a PhD in Economics from the London School of Economics and further degrees from the Kiel Institute for World Economics and Cologne University. He was awarded an Honorary PhD in Economics and Business Administration by Lappeenranta University of Technology, Finland.

His research themes include the impact of structural changes in the global economy on business, from macroeconomic trends to global trade, the role of innovation, and the repercussions of changes in political and societal conditions. He has also deep expertise in developing growth strategies for countries and regions, and analyzing the strategic role of locational choice for companies..

Tracy Scott-Rimington 

Oceania Chair - TCI Network

Tracy Scott-Rimington works with RDA Brisbane, facilitating the internationalisation of the region's high value knowledge-based clusters and supporting the formation of national clusters. As economic developer and cluster expert, she raises awareness of the value of a cluster approach for economic competitiveness in different forums and specialized events.

Eric McNulty

Associate Director and Program Faculty at the National Preparedness Leadership Initiative (NPLI)

Eric J. McNulty holds an appointment as Associate Director and Program Faculty at the National Preparedness Leadership Initiative (NPLI), a joint program of the Harvard T.H. Chan School of Public Health and the Center for Public Leadership at Harvard’s Kennedy School of Government and as an Instructor at the Harvard School of Public Health. His work centers on leadership in high-stakes, high-stress situations. McNulty also works with the Program for Health Care Negotiation and Conflict Resolution at the Harvard Chan School.

In addition to his work with the NPLI, McNulty teaches in executive education programs as the Harvard Chan School, Harvard Medical School, Boston University’s Questrom School of Business, the University of California/San Diego, and the UVA Darden School of Business. He has led executive trainings in North and South America, Asia, Europe, and the Middle East. He has spoken at conferences and symposia worldwide.

Madeline Smith

Head of Strategy at the Innovation School, The Glasgow School of Art

Madeline Smith specialises in strategy and evaluation for clusters, innovation and triple helix collaborations.  She has a strong interest in innovation, the role that collaboration can play, and how evaluation needs to evolve to capture the wider value of collaborative working and behavioural change.

Madeline combines experience from public, private and academic sectors, having started her career in industry, before moving to Scottish Enterprise leading their approach to clusters and industries strategy.  She leads TCI’s International Working Group on Cluster Evaluation, and is on the board of a number of triple helix collaborations including the Digital Health Institute and the Construction Scotland Innovation Centre.

Bill Greuel 

CEO - Protein Industries Canada

Bill Greuel is the CEO of Protein Industries Canada. Applying his passion for all things agriculture, Bill will lead the development of PIC’s programs, resources, and initiatives to connect and inspire Canada’s plant protein potential.

Bill brings an extensive background in the agriculture industry. Most recently, he served as the Assistant Deputy Minister, Regulatory and Innovation for the Saskatchewan Ministry of Agriculture. His Ministry experience also includes Executive Director of the Crops and Irrigation Branch, Provincial Oilseed Specialist and Research and Development Manager. In addition to his public sector experience, Bill has also worked for a biotech start-up, spent several years in the canola industry and earned progressive leadership roles in a large multi-national agriculture company.

Emma Greenhatch

General Manager, Food Agribusiness Network (FAN), Sunshine Coast, QLD

For the past 4 years Emma has been leading Australia's fastest growing NFP food and agribusiness cluster. She is a food industry specialist who has held senior roles in the not-for-profit, government and private sectors, including a focus on business growth strategies, international trade, marketing and event management.

Renowned for her leadership, resourcefulness and communications skills, she has managed a wide range of complex projects. She has built a strong reputation for problem solving and action.

Dr Colin McIvor 

Cluster Manager at Subsea Innovation Cluster, Perth WA

Dr Colin McIvor has over 28 years’ experience with global consulting firms in engineering, resources and management consulting.  Col started his career as an aircraft fitter in Belfast and holds an engineering degree and PhD from Kings College, London and has a strong background in engineering computer simulation and running expert teams and applying this to technical risk management.  He has extensive experience in establishing communities of practice, lessons learned, knowledge and collaboration platforms and initiatives.

Shamubeel Eaqad

Economist – Sense Partners NZ

Shamubeel is one of New Zealand’s highest profile economists.  He is a thought leading public speaker, author and media commentator with a keen interest in regional development and clusters.  He has over a decade of experience as an economist in Wellington, Melbourne and Auckland with leading international banks and as a consultant.  He is on various boards of charities and commercial firms.  He writes on issues that matter to New Zealand and gives voice to the unheard.

Kim Seagram

Chair - (Fermen Tasmania)

Kim is co-owner and co-developer of the award-winning Stillwater Restaurant & SEVEN rooms and Black Cow Bistro in Launceston, Tasmania. Her global perspective combined with a passion to support local producers and build the Tasmanian Brand has seen her lead and champion numerous initiatives that have supported innovation and collaboration.

Kim has been a key part of the collaborative force behind Fermen Tasmania where enterprises involved in fermented food, drinks and other products are coming together for a 'step change' in excellence of design, production and marketing. Fermen Tasmania was recognised as one of the four winners of Food Innovation Australia Limited's (FIAL) cluster competition 2018.

Sergio Zaccaria

Cluster Development Manager - (METS Ignited, QLD)

In 2018, METS Ignited and the Queensland Government launched the Queensland Clustering Initiative to provide a pathway to global competitiveness and increased export opportunities for Resources and Mining Equipment, Technology and Services (METS) businesses. Through a series of workshops, the initiative has brought together global companies, SME’s, research institutions, government and industry bodies to identify areas of complementary skills and expertise as the catalyst to forming clusters in response to key industry challenges.

Sergio Zaccaria brings to the cluster a broad range of experiences in the mining, resources, instrumentation and the advanced manufacturing sectors gained over many years. His experience includes roles in business development, marketing, management, technical and product management both in Australia and internationally. This includes global sales and marketing manager and managing the Latin America region for an Australian METS company.

Stephanie Thornton

Cluster Manager - (Australian Ocean Energy Group,(AOEG))

Stephanie is the Cluster Manager for the national Australian Ocean Energy Group, whose aim is to accelerate commercialisation of Australia’s ocean energy sector.  Prior to AOEG, Stephanie led advancement of the renewable ocean energy sector in the U.S.  Her credentials include serving as the Executive Director of the Oregon Wave Energy Trust, a renewable wave energy trade association and as U.S. Program Director for WaveEnergy, AS, a Norwegian wave energy technology developer.  She also served over two (2) years as Program Director for MAKO Tidal Turbines in Sydney before launching the ocean energy cluster.

Andrew Scott

Executive Chairman, Queensland Robotics

Long history in mining innovation, with over 30 years of experience in the industry wIth Placer Dome and Barrick Gold. Studied biotechnology and computer science at the University of Queensland. Andrew is part of the founding team for the Global Mining Guidelines collaboration group, and more recently the executive chair for Queensland Robotics (a member of Robotics Australia Network – growing the robotics Industry globally). Andrew is interested in deep symbiotic collaboration to stimulate, promote and realize positive outcomes for humanity and the planet earth. Queensland Robotics is a cluster where Industry, Researchers, Government, Entrepreneurs, Startups and Venture capitalists are working together to grow the Australian robotics industry through collaboration, trust and innovation.

Anne Moroney

CEO Regional Development - (RDA Barossa Gawler Light Adelaide Plains)

Anne entered the world of regional development following a career in commercial law, spanning both private and public sectors.  It was in public legal practice, pursuing action in the public interest that Anne developed a systems perspective to the economy and the importance of the interrelationship of functional elements.  This naturally led to an interest in Clusters and Value Chains and the importance of the ecosystem that supports business and industry.  Fortunate to have come across the paths of Andrew Fearne, a gaggle of Swedish cluster experts and Ifor Ffowcs-Williams early in her regional development career, Anne has also connected with the work of Jean Alain Heraud in Strasbourg France around the cross-border clusters to guide and inspire her own work.

Anne holds qualifications in law, international business, economic development, corporate governance and mediation.

Oral McGuire

Chair - (Noongar Land Enterprise, WA)

Oral is a South-West Noongar man. He brings cultural knowledge of the land and forest, which has been shared through Noongar stories, songlines and beliefs of the flora and fauna as well as a  full appreciation of Noongar significant and sacred places and sites.        

Oral is a prominent Noongar community leader, landholder and long-term champion of Aboriginal economic empowerment and capacity building with specific experience in traditional land and   fire management practices. He has vast knowledge and experience in government, private enterprise and the not-for-profit sector and a proven track record in bridging the divide between mainstream and aboriginal communities.    

Dr Gary Saliba

Director - (Strategic Journeys)

Gary Saliba is director of Strategic Journeys, a company which assists people to understand and respond to complexity and uncertainty. His focus is in the use of the principles and practices of complex adaptive systems, systems thinking and futures work. Gary has assisted businesses in a range of industries across Australia and South East Asia. He has been also been working closely with the food and agribusiness industry through FIAL in supporting transformational cultural change, to enable the industry to flourish into the future.   


Karen Cain

CEO - (Latrobe Valley Authority, Victoria)

Karen has significant senior experience working across government, leading strategic innovation, and developing and implementing policy in the public sector. 

Her strong appreciation of system leadership practice that involves and benefits those that it serves, has facilitated Gippsland’s Smart Specialisation Strategy (GS3). Gippsland’s Smart Specialisation Strategy project is designing a place-based, long-term approach for the Gippsland region to become a more sustainable economy and cohesive community. It uses expertise and best practice examples from the European Union’s Smart Specialisation Strategy (S3) initiative.

CEO - Cluster Navigators Ltd, New Zealand

Ifor is acknowledged as one of the most influential cluster practitioners in the world, with hands-on experience extending to over 50 countries. Ifor has been an advisor to The World Bank, EU, OECD, UNDP, international aid agencies and national & regional economic development agencies on six continents. He is a Founder and Past President of the TCI Network.

Dr Nicola Watts

Nicola is an experienced Strategic Management & Innovation Ecosystems Consultant/Project Manager, and a former Cluster Founder and Leader. She has worked across more than 20 countries in a range of sectors including - Agrifood, Education, ICT, and Natural Resource Management. She is highly skilled in Clustering and Smart Specialisation, Place-based Development, Collective Impact, Systems Thinking, Governance, Capacity Building and Strategic/Collaborative Leadership. 

Nicola is also currently an Adjunct Professor with Federation University’s Business School.
